Calling features |

The Commission received an application by O.N.Telcom dated 12 February 2004 and amended on 25 March 2004, to revise item 2480, Calling Features, of section 15 of its General Tariff in order to introduce additional Calling Features packages and services at the following monthly rates: |

In addition, O.N.Telcom proposed to grandfather Calling Features Package #1, Call Forward & Short Speed Call, until 31 December 2004, after which the remaining customers would be placed on individual features. |

O.N.Telcom also proposed to revise section 490, of the former Abitibi-Consolidated Telephone System General Tariff in order to: |
a) change the current rate for Call Trace of $15.00 basic charge to a $5.00 rate for each successful trace up to a maximum of $10.00 per month; and | |
b) introduce Custom Call Features packages and services at the following monthly rates: | |

Further, O.N.Telcom proposed a promotional campaign from 30 March 2004 to 30 August 2004 whereby customers who subscribe for the first time to eligible packages would receive their purchase free for two months. |

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001, the Commission assigned the services in question to the fourth price cap service basket. In that decision, the Commission determined that rates for such services would generally be permitted to increase up to any already approved rate for the same service. |

The Commission finds that the proposed rates are equal to or less than rates previously approved for similar services by other companies. |

The Commission received no comments with respect to the application. |

The Commission notes that minor wording changes are required to the tariff pages in order to clarify further that the grandfathered service, noted above, will no longer be available to new customers, and moves and rearrangements will no longer be carried out for existing customers. |

The Commission directs that the proposed tariff revisions be modified in Note 2 of paragraph 3, item 2480, Calling Features, section 15, to add a second paragraph as follows: |

The Commission also directs O.N.Telcom to notify the remaining service subscribers of Package #1, 30 days before the effective date, of when such subscribers will be placed on individual features. |

The Commission permits O.N.Telcom to begin offering the five-month promotion, at a later date. |
12. |
The Commission approves, subject to the above changes, O.N.Telcom's application. The revisions take effect as of the date of this order. |
13. |
O.N.Telcom is to issue revised tariff pages forthwith to reflect these changes. |
