Nexicom Telephones Inc.

Residential and business primary exchange services

1.

The Commission received an application by Nexicom Telephones Inc. (Nexicom Telephones), dated 19 March 2004, to revise item 4 of section 100, Rate Schedules for Primary Exchange (Local) Service; item 2 of section 210, Centrex Service - Rates and Charges; and item 2 of section 490, Touch-Tone, of its General Tariff in order to increase its monthly rates as follows:
 
  • residential individual line from $22.83 to $23.61;
 
  • business individual line from $51.64 to $53.40;
 
  • Centrex access lines 1-9 from $39.92 to $41.28;
 
  • Centrex access lines 10-19 from $34.80 to $35.98;
 
  • Centrex access lines 20-29 from $29.68 to $30.69;
 
  • Centrex access lines 30-39 from $27.63 to $28.57;
 
  • Centrex access lines 40-89 from $25.59 to $26.46; and
 
  • residential line Touch-Tone from $2.61 to $2.70.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission assigned residential primary exchange service (PES) to the first service basket, business PES to the second service basket and Centrex service to the fourth service basket.

In Decision 2001-756, the Commission also determined that:
 

- in the absence of any exogenous factors, the rates for residential and business PES would be permitted to increase each year by no more than inflation; and

 

- the rates for services in the fourth service basket would generally be permitted to increase up to any already approved rate for the same service.

The Commission notes that the proposed rates for Nexicom Telephones's Centrex service are equal to or less than those previously approved for other incumbent local exchange carriers.

The Commission finds that Nexicom Telephones's proposed rate increases are in accordance with the Commission's determinations in Decision 2001-756.

7.

The Commission approves Nexicom Telephones's application. The revisions take effect as of 1 June 2004.

8.

Nexicom Telephones is to issue revised tariff pages forthwith to reflect these changes.
