TELUS Communications (Québec) Inc.

Wireless Access Service

The Commission received an application by TELUS Communications (Québec) Inc. (TELUS Québec), dated 2 May 2003 and amended on 24 November 2003, to modify General Tariff item 4.05, Wireless Access Service. Specifically, the company proposed to allow its customers to activate or reserve 7 digit telephone numbers with outpulsing in blocks of 1,000 or 10,000.

For activated blocks of 1,000 and 10,000 telephone numbers, TELUS Québec proposed to introduce monthly rates of $133.50 and $1,335.00, respectively. For reserved blocks of 1,000 and 10,000 telephone numbers, it proposed to introduce monthly rates of $38.00 and $380.00, respectively. TELUS Québec also proposed to introduce a service charge of $538.28 to activate or to reserve a 1,000 telephone number block and a service charge of $2,395.54 to activate or to reserve a 10,000 telephone number block.

TELUS Québec submitted that the proposed modifications would align its tariff with the tariffs for wireless access service (WAS) of other telecommunications service providers.

TELUS Québec noted that in Telecom Order CRTC 97-1135, 19 August 1997 (Order 97-1135), the Commission approved the company's monthly rates of $14.00 and $4.00 to activate a 100 telephone number block and to reserve a 100 telephone number block, respectively. TELUS Québec explained that, to arrive at its proposed rates for the 1,000 and 10,000 telephone number blocks, it had simply multiplied the approved rates by 10 and by 100, respectively.

TELUS Québec amended its application to reflect the 2002 and 2003 annual rate element constraint established by the Commission on Category 1 Competitor Services.

The Commission received no comments with respect to the application.
 

Commission analysis and determination

In Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43, 31 July 2002 (Decision 2002-43), the Commission established the price regulation regime that is now applicable to Télébec and TELUS Québec. As part of Decision 2002-43, the Commission set an annual rate element constraint equal to inflation less a productivity offset of 3.5% on Category I Competitor Services.

In Follow-up to Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43 - Service basket assignment, Telecom Decision CRTC 2003-56, 22 August 2003, the Commission classified TELUS Québec's WAS as a Category 1 Competitor Service.

The Commission is satisfied that the rates proposed for the new service elements are based on the rates approved in Order 97-1135 which were set above the associated costs. Moreover, the Commission is satisfied that the 2002 and 2003 annual rate element constraint has been applied appropriately. Accordingly, the Commission finds that the proposed tariff revisions are in accordance with the Commission's determination set out in Decision 2002-43.

The Commission approves TELUS Québec's application. The revisions take effect as of the date of this order.

TELUS Québec is to issue revised tariff pages forthwith to reflect these changes.
