Re: Part VII Application to Modify the Program of Monitoring the Affordability of Residential Telephone Service in Canada

On XX 9 November 2004, the Commission issued Modifications to the affordability monitoring program for residential telephone service in Canada , Telecom Decision CRTC 2004 73 approving the Companies' request to reduce the reporting frequency related to the Residential Telephone Service Survey (RTSS) under the Affordability Monitoring Program from twice a year to once a year, pursuant to a Part VII application filed by Bell Canada on 5 April 2004 on behalf of itself, Aliant Telecom Inc., MTS Communications Inc [1] ., Northwestel Inc., TELUS Communications Inc., and TELUS Communications (Qu é bec) Inc. [2] (the Companies).

Commission staff notes that, in the application, the Companies proposed the continuation of the May RTSS with the results reported to the Commission in November, and the discontinuation of the November RTSS. Commission staff is of the view that, with a single RTSS per year, it would be more practical to have the RTSS and the related report filed with the Commission align with the collection and provision of other telecommunication industry related information.

Therefore, the Companies are requested to adjust the timing of the RTSS so that it is conducted in December of each year with the resultant report and related information being filed with the Commission by 30 th   of June of the following year.
