Subject: Use of TelcordiaT Local Exchange Routing Guide (LERG) for network notification

This letter is to remind all Canadian telecommunications service providers and others such as PBX Administrators, that the Telcordia T [1] Local Exchange Routing Guide (LERG) is the vehicle that must be utilized to exchange network change information . Data which is input to the Business Integrated Routing/Rating Database System (BIRRDS) must be complete, accurate and submitted in a timely fashion, and all network changes reflected in the LERG are to be implemented in all networks by the effective date.

The Telcordia T LERG is currently the only common North America-wide vehicle available to telecommunications service providers for exchanging network change notification information. To ensure that calls are routed and rated in the most efficient and transparent way possible, it is critical that all required fields of data are accurately populated, in the BIRRDS, in a timely fashion. This includes all fields of information, including CO code type, homing arrangements and proper V& H co-ordinates.

Commission staff has been asked by the CRTC Interconnection Steering Committee (CISC) Business Process Working Group (BPWG) to reiterate the requirement for all telecommunications service providers to make use of the LERG to both provide notification to the industry and others of network changes and to ensure network changes as indicated in the LERG are implemented by the effective due date reflected in the LERG.

As the entire North American telecommunications system makes use of the LERG to ensure network changes are implemented, errors or omissions may cause serious routing problems, blocked calls, billing errors and the loss of revenue. Maintaining the current network information and responding to changes as reflected in the LERG are required to maintain the integrity of the North American telecommunications system.
