Re: Show cause - Publishing of certain information filed in confidence

Each company is required to show cause, by 28 September 2004, why the Commission should not publish the following information in its fourth annual Report to the Governor in Council on the Status of Competition in Canadian Telecommunications Markets / Deployment and Accessibility of Advanced Telecommunications Infrastructure and Services ( Monitoring Report) in the same manner as was done in the previous year in the Commission's third annual Monitoring Report to the Governor in Council dated November 2003:

•  Local market share percentages (based on lines provided in Form 213) by the major centers listed in Attachment A split between incumbents, out-of-territory incumbents and competitors for residential, business and total (including wholesale) local segments;
•  Large incumbent local market share percentages by province (based on lines as provided in Form 212 with incumbent out-of-territory lines within the province being grouped with the competitors' lines;
•  Large incumbent Long Distance market share percentages (based on revenues as provided in Form 224) by incumbent operating territories; and
•  A map showing the total of incumbents' and competitors' major fibre routes between cities based on capacity by lit fibre as provided in Form 314. Individual company routes will not be identified.

In addition to the above, each company is required to show cause, by 28 September 2004 , why the Commission should not publish in its fourth annual Monitoring Report to the Governor in Council:

•  Wireless market share percentages (based on number of subscribers provided in Form 273) by province for each major wireless provider; and
•  Broadband availability percentages split between rural and urban households by province; and subscription percentages by province.

This information would be derived from data filed in confidence, pursuant to Section 39 of the Telecommunications Act , by parties in response to the Commission's 2004 industry data collection forms identified above.

All submissions must be actually received by 28 September 2004, not merely sent by this date.
