Dear Ms. Slywchuk,

Re: Part VII application from Télébec ltéé, (Télébec) requesting forbearance for WAN services

The Commission has received comments on this application from Allstream Corp. (Allstream) on 10 May 2004. Although these comments were filed after the 30 day period prescribed in the CRTC Telecommunications Rules of Procedure for comments on a Part VII application, Allstream's comments will be taken into consideration within the Part VII process.

Commission staff also requests that Télébec serves forthwith copies of its application to other WAN service providers in its operating territory by 25 May 2004, accompanied by a copy of this letter. The interested parties may submit comments to the Commission by 8 June 2004, sending a copy to Télébec. Furthermore, Commission staff requests that Télébec file reply comments, addressing the issues brought forward in Allstream's submission (including the issue of disclosure of information filed in confidence), and issues raised by other interested parties, by 15 June 2004.

Where documents are required to be filed with the Commission, the documents must actually be received by that date.
