The Commission approves theapplication by Videotron (Regional) Ltd. to change the source of the signals of television stations affiliated with the U.S. commercial networks that it distributes on its cable distribution undertaking serving Gatineau. Henceforth, the U.S. commercial television stations distributed on this undertaking will generally be from Detroit, Michigan. | ||

The Commission received an application by Videotron (Regional) Ltd. (Videotron) to amend the licence of the cable distribution undertaking serving Gatineau. Videotron proposed to make various changes to the U.S. television signals distributed on this undertaking. Essentially, the applicant proposed to replace various signals of television stations that provide the programming of the U.S. commercial networks CBS, NBC, ABC and FOX with signals from similar affiliates in Detroit, Michigan, as well as to make other changes designed to ensure that viewers receive signals of high technical quality. | |

The applicant proposed to substitute the signals of WWJ-TV (CBS), WDIV (NBC), WXYZ-TV (ABC) and WJBK-TV (FOX) Detroit, Michigan and, at its option, WTVS (PBS) Detroit or WNED-TV (PBS) Buffalo, New York for the signals of WROC-TV (CBS), WHEC-TV (NBC) and WOKR-TV (ABC) Rochester, New York, as well as WUTV-TV (FOX) Buffalo and WNPE-TV (now WPBS-TV) (PBS) Watertown, New York. | |

The Commission did not receive any interventions in connection with this application. | |

Videotron indicated that the replacement of signals from Rochester on its Gatineau undertaking was necessary because MCI (previously Worldcom Inc.) had decided to discontinue its microwave service that delivered these signals. The applicant further indicated that, since this time, it had carried the signals of WWJ-TV (CBS), WDIV (NBC), WXYZ-TV (ABC) and WJBK-TV (FOX) Detroit, as well as WPBS-TV (PBS) Watertown, originating from Rogers Ottawa Limited. | |
5. | Videotron stated that, in all cases, the change to the sources of programming for the U.S. networks would have no significant impact on the carriage of local television stations. | |
The Commission's analysis and determination | ||

The Commission notes that, because of MCI's decision to discontinue the microwave system that brought the signals, it was necessary to change the sources of the signals of stations affiliated to the U.S. commercial networks if Gatineau residents were to receive signals of high technical quality. | |

In light of the above, the Commission approves the applications by Videotron (Regional) Ltd. to amend the licences for the cable distribution undertaking serving Gatineau, and authorizes Videotron to change the sources of programming from the U.S. commercial networks, as proposed in the application. | |
