Christian music FM radio station in Campbell River

  In this decision, the Commission denies the application by Terry Robert Fleming, on behalf of a corporation to be incorporated, for a low-power English-language specialty FM radio station at Campbell River, British Columbia.
 

The application

The Commission received an application by Terry Robert Fleming, on behalf of a corporation to be incorporated (OBCI), for a broadcasting licence to carry on a low-power English-language FM radio programming undertaking at Campbell River. The proposed station would operate at 88.7 MHz (channel 204LP) with an effective radiated power (ERP) of 50 watts.

The applicant proposed to offer a contemporary Christian music format (Specialty format) with at least 95% of all music broadcast each week to be drawn from music subcategory 35 (non-classic religious).
 

Interventions

The Commission received 29 interventions in support of this application. An opposing intervention was submitted by CFCP Radio Ltd. (CFCP Radio), licensee of CFWB Campbell River.

CFCP Radio stated that the applicant had failed to demonstrate that the Campbell River market would be capable of supporting a new specialty radio station. The intervener contended that the economy of British Columbia has been devastated in recent years and that Campbell River is one of the areas most affected, with the population declining 1.4% between the 1996 and 2001 census period.

The applicant did not reply to CFCP Radio's intervention.
 

The Commission's analysis and determination

The Campbell River radio market is currently served by one local commercial radio station, CFWB. The Commission notes that the applicant's projected third-year advertising revenues represent over 70% of CFWB's total advertising revenue in 2002.

Taking into account the relatively small size of the Campbell River radio market and the magnitude of the projected advertising revenue for the proposed low-power FM station, the Commission concludes that, if licensed, the proposed station would have an undue negative financial impact on CFWB, and could possibly jeopardize the quality of the local programming service currently provided to Campbell River by CFWB.  Accordingly, the Commission denies the application by Terry Robert Fleming (OBCI).
