Community radio station in Saint John

 

The application

1. The Commission approves the application by theCoopérative radiophonique - La Brise de la Baie ltée (the Coopérative) for a broadcasting licence to operate a French-language Type A communityFM radio programming undertaking in Saint John, New Brunswick. The station will operate at 105.7 MHz (channel 289A) with an effective radiated power of 1,850 watts.
2. The Commission's general approach to the radio applications considered at the 1 March 2004 Public Hearing in Halifax is set out in Introduction to Broadcasting Decisions CRTC 2004-513 to 2004-525 - Licensing of new FM radio stations in Halifax, Moncton, Saint John and Fredericton, Broadcasting Public Notice CRTC 2004-91, also published today.
3. The new station will air 126 hours of programming in each broadcast week, with a minimum of 45 hours devoted to locally-produced programming. More than 74 of the 126 hours of programming will originate with the Réseau francophone d'Amérique (RFA).
4. Consistent with Community radio policy, Public Notice CRTC 2000-13, 28 January 2000 (Public Notice 2000-13) and in accordance with the applicant's commitment, the Commission expects the applicant to devote a minimum of 15% of the programming broadcast in each broadcast week to spoken word programs with an emphasis on community-oriented spoken word.
5. The applicant plans to provide programming that appeals to French-speaking residents of the region by offering programs featuring such musical styles as Acadian, pop, jazz, disco, classical, world, country and western, oldies, rock, folk, Cajun, rap and hip-hop. In addition, the applicant indicated that program hosts will be encouraged to play and promote musical selections by local Francophone artists. The program Fourre-tout culturel will focus on music, concerts, theatre and the arts in general, and its role will be to promote the cultural community of Saint John and New Brunswick.
6. The applicant stated that it will recruit volunteers and train them, as required, to staff various management, research and on-air positions to ensure that a diversified programming schedule is developed and that the radio station operates smoothly from a broadcasting perspective. The applicant will also provide station launch and program preparation workshops to members of the community who wish to participate in community radio.
7. Furthermore, a volunteer committee will be responsible for ensuring that the station offers a variety of programs. The committee's mandate will also include responsibility for ensuring that the variety of programs meets the listeners' needs.
8. The Commission received 58 interventions in support of this application.
9. In accordance with Public Notice 2000-13, the Coopérative radiophonique - La Brise de la Baie ltée, which will hold the licence for this community station, is a not-for-profit organization without share capital whose structure provides for membership, management, operation and programming by members of the community at large. The board of directors will ultimately control the undertaking and be responsible for adherence to the Radio Regulations, 1986 and the station's conditions of licence.
10. The licence will expire 31 August 2011, and will be subject to the conditions of licence set out in New licence form for community radio stations, Public Notice CRTC 2000-157, 16 November 2000.
 

Issuance of the licence

11. The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
12. The Commission reminds the applicant that, pursuant to subsection 22(1) of the Broadcasting Act, no licence may be issued until the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
13. The licence for this undertaking will be issued once the applicant has informed the Commission in writing that it is prepared to commence operations. The undertaking must be operational at the earliest possible date and, in any event, no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 26 November 2006. In order to ensure that such a request is processed in a timely manner, it should be submitted at least 60 days before that date.
 

Employment equity

14. The Commission considers that community radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the applicant to consider these issues in its hiring practices and in all other aspects of its management of human resources.
