CFWM-FM Winnipeg - Licence renewal

1.

The Commission renews the broadcasting licence for the radio programming undertaking CFWM-FM Winnipeg, from 1 September 2004 to 31 August 2011.

The Commission did not receive any interventions in connection with this application.

The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, as well as to the following condition of licence:
 
  • The licensee is relieved from the requirement of section 10.1 of the Radio Regulations, 1986, that it own and operate its transmitter. The Commission expects the licensee to retain, at all times, full control of its undertaking, including control of its programming, transmission and scheduling.

The Commission reminds the licensee that it must continue to fulfil the commitments related to the development of Canadian talent set out in Acquisition of assets, Decision CRTC 2001-769, 20 December 2001, in which the Commission approved an application by CHUM Limited to acquire the assets of CFWM-FM from Standard Radio Inc. The Commission expects the licensee to file a report at the conclusion of the seven-year benefits period mentioned in the above-noted decision. The Commission also requires CHUM Limited to continue to file a report at the commencement of each broadcast year for the Commission's approval, outlining how and to whom the funds will be allocated.

Because this licensee is subject to the Employment Equity Act and files reports concerning employment equity with the Department of Human Resources and Skills Development, its employment equity practices are not examined by the Commission.
