  Application by the partners of STORNOWAY COMMUNICATIONS Limited Partnership to amend the licence of the national English-language, Category 1 specialty television service known as ichannel.
  The licensee has proposed the following amendments to the current terms and conditions of its licence:
  - Adding a maximum of 20% category 3 programming over the broadcast day and   evening broadcast period measured during each 6-month semester.
  - Adding Category 10 (Game Shows)
  - Adding Category 14 (Infomercials)
  - Increasing the amount of Category 7 (Drama and comedy) it is permitted to   broadcast from 8% of the broadcast week to 22.5% of the semester.
  The licensee also proposes to amend the condition of licence with respect to Canadian content. The licensee's current Canadian content commitment is 60% over the broadcast day and 50% in the evening broadcast period ramping up to 65% over the broadcast day and 55% in the evening broadcast period in year 7. The licensee proposes to revise the above levels to 50% over the broadcast day and 50% in the evening period for the remainder of the current licence term.

  The licensee proposes to broadcast predominantly Portuguese programming using a Subsidiary Communications Multiplex Operations (SCMO) channel. Programming broadcast using an SCMO is not accessible with standard radio equipment, and requires the use of a special receiver.

  The authorized contours would increase significantly.
  The licensee wishes to improve the station's signal quality.
