  Applications by ROGERS CABLE INC. and ROGERS OTTAWA LIMITED/LIMITÉE to amend the licences of their cable distribution undertakings serving Ottawa and Moncton.
  The licensees propose to add a condition of licence which would allow the applicants to allocate up to 4 % of their gross revenues derived from broadcasting activities to contributions to local expression. Of these revenues, 2% would be allocated to each of their French and English-language community channels in Ottawa and Moncton.
  This request is made pursuant to the new Policy framework for community-based media, (Policy) Public Notice CRTC 2002-61 dated 10 October 2002, in which the Commission acknowledged the merit of increased contributions to local expression where a licensee operates a community channel in each official languages in one market.
  A related condition of licence that the licensees have agreed to accept would read as follows:
  The applicants shall submit an audited annual report for each of the English and French-language community channels.
  A model of this report can be found in the applications.
  The licensees propose that for the first two years, 75% of the incremental funding in Ottawa and Moncton be used for capital equipment purchases in order to bring the French-language community channels in these systems up to industry standards. This amount would decrease to 50% in the third year and, by the fourth year, 100% of the incremental funding will be used for direct and indirect operating expenditures, in compliance with the Guidelines respecting financial contributions by the licensees of broadcasting distribution undertakings to the creation and presentation of Canadian programming, Circular No. 426.
  The applicants are also requesting that the authority be applied retroactively to 6 January 2003, the date on which the Policy came into effect.
