  The licensee is requesting an extension of time limit, until 25 October 2003, to implement the service.
  The Commission notes that this is the fourth request for an extension of time limit.
  The first request for an extension of time limit, from 25 January 2002 to 25 July 2002, was approved in Decision CRTC 2002-100, dated 22 April 2002. The second request for an extension, until 25 January 2003, was approved in Decision CRTC 2002-314, dated 16 October 2002 and the third request for an extension, until 25 July 2003, was approved in Decision CRTC 2003-181, dated 12 June 2003.

  The licensee proposes to increase the average effective radiated power from 3,600 to 11,390 watts (directional antenna/maximum effective radiated power of 25,000 watts and effective antenna height of 136.1 metres) and to change the authorized contours resulting from the increase in power and of an increase of the antenna height.
  The licensee states that the power increase would allow CIWV-FM to better serve the amalgamated City of Hamilton, particularly the western and northern parts of the amalgamated City.

  Application by the CANADIAN BROADCASTING CORPORATION to amend the licence of the radio programming undertaking CKSB St-Boniface, Manitoba.
  The licensee proposes to convert its transmitter CKSB-1 at Ste. Rose du Lac, from the AM band to the FM band.
  The transmitter will operate on frequency 92.9 MHz (channel 225A) with a non-directional antenna, effective radiated power of 5,420 watts (and effective antenna height of 43.4 metres).
  This new transmitter will provide an improved radio French-language service to the population of Ste. Rose du Lac.
  The applicant is requesting permission to simulcast the programming of CKSB on the AM band for a period of 3 months following the installation of its new FM transmitter and then would cease operation of its AM transmitter, CKSB-1 Ste. Rose du Lac.

  Application by MULTIVAN BROADCAST CORPORATION, the general partners, and the limited partners, doing business under the name of Multivan Broadcast Limited Partnership, to amend the licence of the television programming undertaking CHNM-TV, at Vancouver, authorized by Broadcasting Decision CRTC 2002-39, New multilingual ethnic television station to serve Vancouver.
  The licensee proposes to add a transmitter at Victoria to broadcast the programming of the new television undertaking at Vancouver to adequately serve the population of Victoria.
  The transmitter will operate on channel 29B with a directional antenna, average effective radiated power of 3,300 watts (maximum effective radiated power of 8,800 watts and effective antenna height of 265 metres).
  This application represents a commitment by the applicant to establish a rebroadcasting station at Victoria, as set out in its application approved by the decision noted above.
