Telecom Order CRTC 2003-59

Ottawa, 31 January 2003

Saskatchewan Telecommunications

Reference: Tariff Notice 37

Network Planning Information

1.

The Commission received an application by Saskatchewan Telecommunications (SaskTel), dated 25 November 2002, to revise Competitor Access Tariff item 610.28, Network Planning Information Regarding the Location of Switching Facilities. In this application, SaskTel proposed to provide registered competitive local exchange carriers (CLECs), digital subscriber loop (DSL) service providers or proposed CLECs/DSL services providers with network planning information.

2.

SaskTel noted that the network planning information regarding the location of switching facilities was solely for the purpose of enabling CLECs/DSL service providers to conduct their network planning activities in Saskatchewan and was only available for the cities of Regina and Saskatoon.

3.

SaskTel stated that the boundary graphics could be provided in a digital format, however, in order to relate boundaries accurately to graphic locations, additional data would be required to match the land base. SaskTel stated that it had provided an alternative that made available the network planning information with the land base in hard copy.

4.

SaskTel indicated that these revisions were filed pursuant to a direction from the Commission in Coalition for Better Co-location - Part VII application for relief regarding the location of remote switching facilities, Telecom Decision CRTC 2002-66, 24 October 2002.

5.

SaskTel proposed that Competitor Access Tariff item 610.28 be classified as Category II Competitor Services. The Commission, however, is not prepared to rule at this time on the classification of this service. The classification of this service will be addressed in the follow-up to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002, regarding the classification of services.

6.

The Commission received no comments with respect to the application.

7.

The Commission approves on an interim basis SaskTel's application. The revisions take effect as of the date of this order.
