Telecom Order CRTC 2003-58

Ottawa, 31 January 2003

MTS Communications Inc.

Reference: Tariff Notice 491

Network Planning Information

1.

The Commission received an application by MTS Communications Inc. (MTS), dated 29 November 2002, to revise Supplementary Tariff Access Services for Interconnection with Carriers and Other Service Providers items 10, Definitions, and 105, Local Network Interconnection and Component Unbundling. In this application, MTS proposed to provide network planning information for exchange areas to registered competitive local exchange carriers (CLECs), digital subscriber line (DSL) service providers and proposed CLECs and DSL service providers.

2.

MTS indicated that these revisions were filed pursuant to a direction from the Commission in Coalition for Better Co-location - Part VII application for relief regarding the location of remote switching facilities, Telecom Decision CRTC 2002-66, 24 October 2002.

3.

MTS proposed that Supplementary Tariff Access Services for Interconnection with Carriers and Other Service Providers item 105 be classified as a Category II Competitor Service. The Commission, however, is not prepared to rule at this time on the classification of this service. The classification of this service will be addressed in the follow-up to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002, regarding the classification of services.

4.

The Commission received no comments with respect to the application.

5.

The Commission approves on an interim basis MTS' application. The revisions take effect as of the date of this order.
