Network Planning Information

The Commission received an application by Aliant Telecom Inc. (Aliant Telecom), dated 27 November 2002, to revise General Tariff item 100, Definitions, and to add item 604.2, Network Planning Information. Under this proposal, Aliant Telecom proposed to provide network planning information for each wire centre requested by registered competitive local exchange carriers (CLECs), digital subscriber loop (DSL) service providers and proposed CLECs/DSL service providers.

Aliant Telecom indicated that these revisions were filed pursuant to a direction from the Commission in Coalition for Better Co-location - Part VII application for relief regarding the location of remote switching facilities, Telecom Decision CRTC 2002-66, 24 October 2002.

In its application, Aliant Telecom did not propose to provide maps of remote serving areas with associated boundaries, or remote central office locations in a geocoded format. Aliant Telecom stated that it did not currently provide such information to its own operations and, after completing an assessment of Aliant Telecom requirements, it determined that it had no need of electronic mapping capabilities at this time. Aliant Telecom stated that it expected to reassess this determination before the end of 2005.

In its application, Aliant Telecom proposed that item 604.2, Network Planning Information, be classified as a Category II Competitor Service. The Commission, however, is not prepared to rule at this time on the classification of this service. The classification of this service will be addressed in the follow-up to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002, regarding the classification of services.

The Commission received no comments with respect to the application.

The Commission approves on an interim basis Aliant Telecom's application. The revisions take effect as of the date of this order.
