NorthernTel Limited Partnership

Introduction of integrated services digital network 23 B+D

1.

The Commission received an application by NorthernTel Limited Partnership (NorthernTel), dated 6 November 2003, to add item 15, Integrated Services Digital Network 23 B+D Service, under section N900 of its General Tariff in order to introduce Integrated Services Digital Network 23 B+D Service (ISDN 23 B+D) in the exchanges of Cobalt, Earlton, Haileybury, Latchford and New Liskeard, subject to the availability of suitable facilities.

NorthernTel also filed a proposed ISDN 23 B+D contract for Commission approval.

NorthernTel submitted that ISDN 23 B+D would be provided for the digital transmission of information at 1.544 Mbps between the Company's serving wire centre and ISDN-compatible terminal equipment located at the customer's premises or other service point.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission assigned the service in question to the fourth price cap service basket. In that decision, the Commission determined that rates for such service would generally be permitted to increase up to any already approved rate for the same service.

The Commission finds that the proposed rates were previously approved by the Commission for the same service provided by other companies and, therefore, are in accordance with Decision 2001-756.

7.

The Commission approves NorthernTel's application. The revisions take effect as of the date of this order.

8.

NorthernTel is to issue revised tariff pages forthwith to reflect these changes.
