Operator services arrangement

1.

The Commission received an application by TELUS Communications Inc. (TCI), dated 26 September 2003, to revise Special Facilities Tariff item 206, Customer Specific Business Service, in order to revise the Operator Services arrangement required to meet the business requirements of a single large customer, as follows:
 
  • extend the initial term of the National Operator Services Agreement (the agreement) approved on a final basis in National operator services features, Order CRTC 2001-117, 6 February 2001;
 
  • revise the Manual Operator Assistance Access Service (MOAS) and Automated Operator Assistance Service (AOAS) to include the options and associated charges for processing Calling Card Calls and Commercial Card Calls; and
 
  • replace the AOAS rate for access for calls that default to a Call Answer Agent (CAA) with the access charge to TCI's Automated Alternate Billing System.

TCI also proposed amendments to the Agreement to reflect the above proposed tariff revisions and to add a Suspension of Services provision. TCI further proposed additional tariff revisions as follows:
 
  • explicitly include the Agreement provisions of a MOAS Verification Charge for Collect and Bill to Third Calls and a National Operator Assistance Service (NOAS) Transfer Charge;
 
  • revise the Conditions of Service to include terms relating to contract termination and contract renewal, and to explicitly state that this tariff shall prevail in the event of any inconsistency between this tariff and any agreement provisions relating to this service; and
 
  • wording changes that were of a housekeeping nature to align with other Operator Services tariffs.

TCI argued that the special facilities service contained in item 206, along with the revisions proposed in its application met the conditions established by the Commission for customer-specific tariffs in the operator services market. TCI submitted that the proposed revised special facilities tariff passed the imputation test. TCI further submitted that it appealed to a limited number of customers and therefore there was not sufficient demand to offer it through the General Tariff. TCI noted that it would be made generally available to all qualifying customers and would be permitted for resale.

Accordingly, the Commission approves on an interim basis TCI's application. The revisions take effect as of the date of this order.
