Telecom Order CRTC 2003-392

  Ottawa, 26 September 2003

Société en commandite Télébec

Reference: Tariff Notices 297 and 297A
  SmartTouch services

1.

The Commission received an application by Société en commandite Télébec (Télébec), dated 22 May 2003 and amended on 18 June 2003, to revise General Tariff item 3.3.18, SmartTouch Services, in order to introduce the following optional services:

· Call Answer Plus for residential and business customers at a monthly
rate of $9 and $12, respectively; and

· Intercommunication for residential and business customers at a monthly
rate of $4 and $5, respectively.

2.

Call Answer Plus includes all of the optional services contained in the existing Call Answer service package with a few extra features and more memory capacity. Intercommunication allows two phones on separate jacks to operate as an intercom system.

3.

Télébec provided the service classification for its new optional services and indicated that the optional services are being introduced in response to the increasing needs of its SmartTouch services customers.

4.

The Commission received no comments with respect to the application.

5.

In Decision Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43, 31 July 2002 (Decision 2002-43), the Commission established the price regulation regime that is now applicable to Télébec and TELUS Communications (Québec) Inc.

6.

In Decision 2002-43, the Commission required that the companies submit a proposed price cap classification when filing tariff applications for new services or new service elements. The Commission noted that new services should be assigned to a basket, sub-basket or service group based on the basket assignment criteria set out in the decision.

7.

The Commission notes that Télébec's proposed service classification for its new optional services is consistent with the price cap basket assignment criteria established in Decision 2002-43. Accordingly, the Commission finds that the proposed tariff revisions are in accordance with the Commission's determinations.

8.

The Commission approves Télébec's application. The revisions take effect as of the date of this order.
