Bell Canada

Mobile Satellite Access Service

The Commission received an application by Bell Canada, on its behalf and on behalf of Aliant Telecom Inc., MTS Communications Inc. and TELUS Communications Inc., dated 18 July 2003, to revise the National Services Tariff item 704, Mobile Satellite Access Service, in order to reduce the Mobile Satellite Access Service (MSAS) per minute network usage rate to $0.08 per minute from $0.1229 per minute, and for local calling originating in the local area of a TMI-600 number to $0.08 per minute from $0.0878 per minute.

Bell Canada noted that the proposed reductions reflect the change to the contribution regime. Furthermore, Bell Canada indicated that the savings would be passed to the customers.

In addition, Bell Canada submitted that, given the expected low revenue and demand for MSAS, it would not be cost effective to perform a new detailed imputation test for the proposed usage rate. Bell Canada further submitted that, based on the original imputation test, the proposed rate is adequate to recover the cost of continuing to provide this service.

The Commission received no comments with respect to the application.

The Commission approves Bell Canada's application. The revisions take effect as of the date of this order.
