MTS Communications Inc.

Withdrawal of Internet Call Display

The Commission received an application by MTS Communications Inc. (MTS), dated 23 August 2001, to revise MTS' Supplementary Tariff - Special Services and Facilities in order to withdraw item 6100, Internet Call Display (ICD) service.

MTS stated that it proposed to withdraw ICD because the vendor of the service notified MTS that the service could no longer be technically supported beyond 31 December 2001.

The Commission received two letters of comment from customers. Both customers submitted that the Commission should deny MTS' request.

The two customers argued that the proposal was an attempt by MTS to force customers to switch to high-speed Internet service.

MTS replied that there were at least three alternative service providers that offered ICD service at comparable rates to that charged by MTS.

The Commission notes that ICD service is a discretionary service and finds that, in light of the availability of alternative services at comparable rates, MTS' proposal is reasonable.

Accordingly, the Commission approves MTS'application. The revisions take effect 60 days after the date of this order. The Commission directs MTS to notify its ICD customers forthwith of the effective date of the withdrawal of the service and include in the notification a list of relevant competitive providers of ICD service.
