Hay Communications Co-operative Limited

Local channels

1.

The Commission received an application by Hay Communications Co-operative Limited (Hay Communications), dated 1 May 2003, to revise item 2, Local Channels, under section 260 of its General Tariff in order to:
  - increase the monthly charge for an initial ¼ mile Voice-grade local channel from $2.95 to $22.00;
  - increase the monthly charge for an additional ¼ mile Voice-grade local channel from $1.05 to $3.30;
  - increase the monthly charge for an initial ¼ mile Teletype-grade local channel from $5.80 to $22.00; and
  - increase the monthly charge for an additional ¼ mile Teletype-grade local channel from $5.80 to $22.00.

In its application, Hay Communications also proposed to grandfather item 2.03(a)(1)(a), Two-point voice-grade local channels and item 2.03(a)(2), Multi-point voice-grade local channels for its existing service to customers. Moreover, Hay Communications proposed to no longer make Two-point voice-grade local channels and Multi-point voice-grade local channels available for new installations or off-premises moves.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission notes that intra-exchange distance charges had been assigned to the fourth basket rates where rates for these services are generally permitted to increase up to any already approved rate for the same service.

The Commission also notes that the rates for these services have not increased since Hay Communications was brought under the Commission's jurisdiction in 1994.

The Commission finds that Hay Communications' proposed rate increases are in accordance with the Commission's determinations in Decision 2001-756.

The Commission approves Hay Communications' application. The revisions take effect as of 1 July 2003.

Hay Communications is to issue revised tariff pages forthwith to reflect these changes.
