Northwestel Inc.

Residential non-recurring rate increases

1.

The Commission received an application by Northwestel Inc. (Northwestel), dated 6 May 2003, to revise General Tariff item 302, Non-recurring Charges - Rates Application, in order to increase the monthly rates for:
  - order processing charge from $18.25 to $21.00;
  - line connection charge from $18.75 to $21.50;
  - premises visit charge from $16.50 to $19.00; and
  - premises work charge from $17.00 to $19.50.

Northwestel submitted that the rates for these services were below compensatory levels and were well below the rates charged by other incumbent local exchange carriers.

The Commission received no comments with respect to the application.

The Commission notes that pursuant to Long-distance competition and improved service for Northwestel customers, Decision CRTC 2000-746, 30 November 2000, Northwestel is still regulated pursuant to rate of return regulation. The Commission considers that the revenues generated by the proposed rate increases will reduce Northwestel's reliance on supplementary funding.

The Commission approves Northwestel's application. The revisions take effect as of 1 July 2003.
