Sogetel inc.

Reference: Tariff Notices 113 and 113A

Residential and business primary exchange services

1.

The Commission received an application by Sogetel inc. (Sogetel), dated 26 March 2003 and amended on 10 April 2003, to revise item 2.1.5, Monthly Rates Schedules, of its General Tariff in order to modify its monthly rates as follows:

- increase residential primary exchange service from $22.75 to $23.61;

- increase business individual line primary exchange service from $43.05 to $44.69;

- increase business multi-line from $49.30 to $51.17 for the exchanges of Lac-Frontière, Saint-Luc-de-Dijon, Saint-Magloire and Saint-Zacharie;

- increase business multi-line from $55.40 to $56.00 for the exchange of Saint-Camille-de-Lellis;

- increase business multi-line from $53.30 to $55.33 for the exchange of Saint-Fabien-de-Panet;

- increase business multi-line from $55.10 to $56.00 for the exchange of Saint-Just-de-Bretenières;

- increase business multi-line from $55.25 to $56.00 for the exchange of Sainte-Justine;

- increase business multi-line from $52.85 to $54.86 for the exchange of Sainte-Lucie;

- increase business multi-line from $49.70 to $51.59 for the exchange of Saint-Ludger;

- increase business multi-line from $50.00 to $51.90 for the exchange of Sainte-Rose-de-Watford;

- decrease business multi-line from $58.90 to $56.00 for the exchange of Saint-Odilon;

- decrease business multi-line from $63.50 to $50.00 for the exchange of Nicolet;

- decrease business multi-line from $58.15 to $50.00 for the exchange Beauceville; and

- decrease business multi-line from $65.95 to $50.00 for the exchange of Lac-Etchemin.

Sogetel also requested certain increases to its business and residential primary exchange service (PES) by the rate of inflation, as well as the inclusion of some of its unused rate increase from 2002 associated with inflationary and exogenous adjustments.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission assigned residential PES to the first service basket and business PES, including both single and multi-line, to the second service basket.

In Decision 2001-756, the Commission also determined that:

- in the absence of any exogenous factors, the rates for residential and business PES would be permitted to increase each year by no more than inflation;

- the small incumbent local exchange carriers required to contribute to the National Contribution Fund (NCF) would be able to recover the revenue-percentage charge on capped services through an exogenous adjustment; and

- unused portions of a possible rate increase for any given year could be accumulated and requested in a following year.

The Commission notes that Sogetel is a required contributor to the NCF.

The Commission finds that Sogetel's proposed rate modifications are in accordance with the Commission's determinations in Decision 2001-756.

The Commission approves Sogetel's application. The revisions take effect as of the date of this order.

9.

Sogetel is to issue a revised tariff page forthwith to reflect these changes.
