Residential and business primary exchange services
1.
The Commission received an application by Société d'administration des tarifs d'accès des télécommunicateurs on behalf of Le Téléphone de St-Liboire de Bagot Inc. (St-Liboire), dated 27 March 2003, to revise item 2.1.3, Rates schedule for primary exchange service and extended area service, of its General Tariff in order to increase its monthly rates as follows:
- residential individual line from $22.75 to $23.29; and
- business individual line from $45.45 to $46.53.
2.
St-Liboire also requested an increase for its business and residential primary exchange service (PES) by the rate of inflation and the inclusion of some of its unused rate increases from 2002.
3.
The Commission received no comments with respect to the application.
4.
In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission assigned residential PES to the first service basket and business PES, including both single and multi-line, to the second service basket.
5.
In Decision 2001-756, the Commission also determined that:
- in the absence of any exogenous factors, the rates for residential and business PES would be permitted to increase each year by no more than inflation; and
- unused portions of a possible rate increase for any given year could be accumulated and requested in a following year.
6.
The Commission finds that St-Liboire's proposed rate increases are in accordance with the Commission's determinations in Decision 2001-756.
7.
The Commission approves St-Liboire's application. The revisions take effect as of the date of this order.
8.
St-Liboire is to issue a revised tariff page forthwith to reflect these changes.
