TELUS Communications Inc.

Local network interconnection and component unbundling

1.

The Commission received an application by TELUS Communications Inc. (TCI), dated 17 April 2003, to revise the former TELUS Communications (B.C.) Inc. (TCBC) Carrier Access Tariff item 105, Local Network Interconnection and Component Unbundling, in order to reference the specific labour rates and conditions that would apply for Loop Modification service, as contained in the former TCBC Carrier Access Tariff item 110.D.5, Colocation Arrangements for Interconnecting Canadian Carriers.

In Follow-up to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34 - Service basket assignment, Telecom Decision CRTC 2003-11, 18 March 2003 (Decision 2003-11), the Commission considered that the incumbent local exchange carriers' (ILECs) tariffs with respect to Loop Modification service were not sufficiently precise and required amendments to incorporate a reference to specific labour rates and conditions that would apply. The Commission, therefore directed the ILECs to file proposed amendments to their tariffs to either specify or incorporate a reference to the specific labour rates and conditions that would apply for Loop Modification service.

The Commission notes that the application was filed pursuant to Decision 2003-11.

The Commission received no comments with respect to the application.

The Commission approves TCI's application. The revisions take effect as of the date of this order.
