Custom calling and call management features
|
1.

The Commission received an application by Mornington Communications Co-operative Limited (Mornington), dated 21 November 2002, to revise item 3, Custom Calling Features, and item 4, Call Management Service, under section 490 of its General Tariff in order to:

a) increase the monthly rates for residential and business custom calling and call management features as follows:
|
|
· Call Forwarding Business, Call Forwarding Residence, Call Forward Busy, Call Forward No Answer, 8 Code Speed Calling, Three-Way Calling Business, Three-Way Calling Residence, Call Waiting Business, Call Waiting Residence, Cancel Call Waiting, Automatic Call Back, Automatic Recall, Calling Number Delivery, Selective Call Forwarding, Selective Call Rejection, Selective Call Acceptance from $1.00 to $1.50;

|
· 30 Code Speed Calling and Calling Name Delivery from $2.00 to $3.00;
|
|
· Distinctive Ring/Call Waiting from $1.00 to $3.00;
|
|
· Teen Service and Calling Card - Fictitious Number Assignment from $2.50 to $3.75;

b) introduce the following Call Management services at the following monthly rates:

· Calling Name and Number at $4.00;
|
|
· Visual Call Waiting at $7.00;
|
|
c) introduce pay-per-activation alternatives for Automatic Call Back, Automatic Recall, Three Way Calling Residential and Three Way Calling Business at $0.95 per activation of feature, with a maximum charge per month, per line of $6.00;

d) introduce a promotion whereby a monthly rate of $4.00 applies for a combination of any three Custom Calling Features (with the exception of 30 Code Speed Calling); and
|
|
e) grandfather Calling Name and Calling Number as stand-alone services, and require new users who desire the service to subscribe to Calling Name and Number.

The Commission received no comments with respect to the application.
|

The Commission notes that, in Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001, it assigned the services in question to the fourth price cap service basket. In that decision, the Commission determined that rates for services in the fourth basket would generally be permitted to increase up to any already approved rate for the same service.

The Commission finds that the proposed rates for all the Custom Calling Features and Call Management Services previously approved by the Commission for the same services provided by other companies.

|
The Commission approves Mornington's application. The revisions take effect as of the date of this order.
|
6.
|
Mornington is to issue revised tariff pages forthwith to reflect these changes.
