Mornington Communications Co-operative Limited

Voice mail and Call answer services

1.

The Commission received an application by Mornington Communications Co-operative Limited (Mornington), dated 21 November 2002, to revise General Tariff section 820, Voice Mail/Call Answer services in order to:

a) increase the monthly rates for the following services:

· Residential - Basic from $3.50 to $4.50;

· Business - Basic from $6.00 to $7.00;

· Business - Notification and Transfer from $9.75 to $10.75.

b) introduce Voice Mail/Call Answer services at the following monthly rates:

· Residential - Enhanced Call Forward No Answer Only at $5.50;

· Residential - Enhanced Call Forward No Answer and Call Forward Busy Option at $6.50;

· Residential - Family Voice Mail Services at $8.50;

· Mail notification at $2.00;

· Business - Enhanced Call Forward No Answer Only at $8.00;

· Business - Enhanced Call Forward No Answer Only at $9.00.

c) introduce a promotion whereby customers who subscribe to a Voice Mail/Call Answer services between 1 January 2003 and 30 June 2003 would receive the first month of service free of charge and have the multi-element service charge waived; and
d) eliminate the Residential Notification, Business - Notification, Business - Greeting Only, Business - Bulleting Board 1 Level, Business - Bulletin Board 2 Level, Business - Bulletin Board 3 Level Voice Mail/Call Answer services.

The Commission received no comments with respect to the application.

The Commission notes that, in Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001, it assigned the services in question to the fourth price cap service basket. In that decision, the Commission determined that rates for services in the fourth basket would generally be permitted to increase up to any already approved rate for the same service.

The Commission finds that the proposed rates for all the Voice Mail/Call Answer services were previously approved by the Commission for the same services provided by other companies.

The Commission approves Mornington's application. The revisions take effect as of the date of this order.

7.

Mornington is to issue revised tariff pages forthwith reflecting this decision effective on the date of issuance.
