Primary exchange service

The Commission received an application by Le Téléphone de St-Éphrem inc. (St-Éphrem), dated 12 February 2003 and amended on 24 March 2003, to revise General Tariff item 2.1.3, Rate schedule for primary exchange service and extended area service, in order to increase its primary exchange services (PES) as follows:

- business single line and equivalent line services, by 1.243%; and
|
|
- residential single line service, by a monthly amount of $1.50.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate baskets each with their own pricing constraints. The Commission assigned residential individual line service to the first service basket. Similarly, the Commission assigned business individual and multi-line services to the second service basket.

In Decision 2001-756, the Commission determined that the small incumbent local exchange carriers could increase the monthly residential PES rates to $22.75, where residential PES rates were between $18.75 and $22.74.

In Decision 2001-756, the Commission also determined that rates for services that were included in the second service basket would be permitted to increase each year by the rate of inflation.

The Commission notes that St-Éphrem's proposed rate increases are in accordance with the Commission's determinations in Decision 2001-756.

The Commission received no comments with respect to the application.
|

|
The Commission approves St-Éphrem's application. The revisions take effect as of 1 June 2003.

|
St-Éphrem is to issue a revised tariff page forthwith to reflect these changes.
