Amalgamation of the basic listing interchange file service

1.

The Commission received an application by TELUS Communications Inc. (TCI), dated 15 May 2002 and amended on 27 August 2002, to add item 212, Basic Listing Interchange File Service (BLIF), to its Carrier Access Tariff (CAT).

BLIF service provides for a machine-readable file containing non-confidential customer listing information for TCI customers listed in TCI's directories and directory assistance database and is available to local exchange carriers, independent telephone directory publishers and alternate operator service providers.

TCI also proposed to:

· amalgamate, under CAT item 212, the former TCI CAT item 300 and TELUS Communications (B.C.) Inc. CAT item 210.
· align the rates, terms and conditions for the provision of BLIF service in the company's serving territories of Alberta and British Columbia.
· align the BLIF Master and BLIF Update rates on a revenue neutral basis by weight-averaging the existing rates. This rate proposal would result in a rate decrease for Alberta customers and a rate increase for British Columbia customers.

On 27 August 2002, the company filed an amendment to Tariff Notice 51 to incorporate proposed rates reductions for BLIF service in Alberta and British Columbia pursuant to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.

The Commission received no comments with respect to the application.

The Commission approves TCI's application. The revisions take effect as of the date of this order.
