The Commission received an application by TELUS Communications Inc. (TCI), dated 14 February 2003, to revise Special Facilities Tariff item 204, Customer Specific Business Service - (Alberta only), in order to provide for an Operator Services arrangement that meets the specific requirements of a single large customer application.

In its application, TCI proposed to revise the National Operator Services rates as follows:

· National Directory Assistance Service: $0.395 per call;
· National Operator Assistance Services: $0.018 per second for Manual Operator Assistance Service (MOAS) and $0.084 per verification on MOAS collect and bill to third calls;
· Automated Operator Assistance Service (AOAS) - Collect and bill to third calls: $0.116 per access to TCI's Automated Alternate Billing System and $0.084 per verification;
· AOAS - Calling Card calls: $0.20 per access for validation and $0.20 per access for third number or terminating number validation;
· AOAS - Commercial Card calls: $0.20 per access for validation.

TCI also proposed revisions to the Definitive Agreement for National Operator Services in order to reflect the above tariff revisions as well as changes to certain agreement termination provisions and associated revenue commitments.

The Commission notes that the TCI application meets the conditions set out in Review of regulatory framework, Telecom Decision CRTC 94-19, 16 September 1994, for customer-specific tariffs in the Operator Services market.

The Commission received no comments with respect to the application.

The Commission approves TCI's application. The revisions take effect as of the date of this order.
