Central office link arrangements for interconnecting canadian carriers

1.

The Commission received an application by TELUS Communications Inc. (TCI), dated 25 April 2002 and amended on 27 August 2002, to add item 211, Central Office Link Arrangements for Interconnecting Canadian Carriers, to its Carrier Access Tariff.

TCI proposed to amalgamate rates, on a revenue-neutral basis, for DS-1 and DS-3 central office link arrangements in TCI's servicing territories of Alberta and British Columbia.

On 27 August 2002, TCI amended the proposed rates for the central office link arrangement service stating that the reduction in rates reflected the assignment of this service by the Commission to the Category 1 Competitor Services in Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002 (Decision 2002-34).

The Commission notes that TCI's amended rates reflect the Commission's determination in Decision 2002-34 to reduce the mark-up on Phase II costs included in the rates for most Category 1 Competitor Services from 25% to 15% and the adoption by the Commission of a rate element constraint equal to inflation less the productivity offset for Category 1 Competitor Services where the rates had not explicitly reflected productivity gains.

In Rates for Competitor Services, Telecom Decision CRTC 2003-13, 18 March 2003, the Commission approved on a final basis the revised rates for the central office link arrangements consistent with the determinations in Decision 2002-34.

The Commission received no comments with respect to the application.

The Commission approves TCI's application effective the date of this order.
