FW TV will offer a service that focuses on providing "how to" programming to help educate young urban Canadians (aged 18-34) as they make the transition from school to work. This programming will follow the editorial style and mandate of FW Magazine, providing information on everything from how to buy your first car to starting a career.

 

The applicant proposes programming that will fall into three primary categories. FW TV's "how to" programming will focus on providing viewers with a guide to a healthy, exciting and productive life. These programs will offer career advice, lifestyle tips, fitness tips, and financial planning as well as health and beauty information. The second category will feature profiles of those who have become unusually successful at a young age, including entrepreneurs and celebrities. The final category will build on FW's annual events (including FW's Photography Festival, Cross-Country tour and Film Festival which features young Canadian film makers), and will focus on short films as well as the occasional theatrical feature film.

 

The applicant proposes to offer programs from the following program categories: 2(b), 3, 5(b), 7(a), 7(b), 7(c), 7(d), 7(f), 8(a), 12, 13 and 14 as set out in Appendix 1 to Public Notice CRTC 1999-205 - Definitions for new types of priority programs; revisions to the definitions of television content categories; definitions of Canadian dramatic programs that will qualify for time credits towards priority programming requirements.

 

No more than 15% of all programming broadcast during the broadcast week will be drawn from category 2(b) (Long-Form Documentary), while no more than 25% of all programming broadcast during the broadcast week will be drawn from category 7 (Drama and Comedy).

The applicant states that the focus for Zoomer would be on baby boomers (born between 1946 and 1960) but that it would also be of interest to people in older age groups.
