Subject: Disposition of CISC CSCN TIF#36 and associated DIF

On 1 February 2001, Commission staff introduced TIF #36 to the CRTC Interconnection Steering Committee (CISC) Canadian Steering Committee on Numbering (CSCN), in accordance with the CISC process. The mandate of the task force was to

"recommend an appropriate process to guide the use, administration and accessibility of 310 telephone numbers in a competitive environment and to include an assessment of the potential criteria for assignment, use and administration of the 610 and 810 Central Office codes (CO codes).

The anticipated deliverable of this process was a set of guidelines for the assignment, use and on-going administration of the telephone numbers within these numbering resources.

A dispute arose within the CISC CSCN with regard to the dial plan associated with 310 services. Specifically, some parties were of the view that the current seven-digit dial plan was based on approved tariffs and should not change, while others argued that where the Commission has ordered the implementation of 10-digit dialing, the dial plan for 310 services should also be in a 10-digit format. The task force could not reach a consensus on the need to change the dial plan.

On 29 January 2002, AT&T Canada (AT&T) filed with the CISC, a Dispute Information Form (DIF) CNDI001 entitled "7-digit dialing of 310-XXXX Numbers where 10-digit Local Dialing has been Ordered" via the CISC process. In response to the DIF, position papers were submitted to the CISC in late February 2002 by seven parties, namely; Aliant Telecom Inc., Bell Canada and MTS (collectively the Companies), Call-Net Enterprises Inc., Cogeco Cable Canada Inc., Microcell Telecommunications Inc., Saskatchewan Telecommunications, TELUS Communications Inc., and Vidéotron Télécom Ltée.

The positions of parties submitted to the Commission on 8 March 2002, including the procedural aspects associated with this DIF, have been reviewed and the DIF will be disposed of as follows:

1. With regard to the dispute relating to the current seven-digit dial plan associated with 310 services, staff notes that these services are based on Commission approved tariffs. Should parties wish to challenge approved tariffs they may review the Telecommunications Rules of Procedure and follow the procedures therein. The CISC is not the appropriate forum in which to challenge Commission decisions.

2. With reference to issues raised in regard to inter-carrier compensation for the delivery of traffic on calls to 310 services, again, staff notes that there are proper procedures in place whereby parties wishing to file tariffs may do so, at any time. Staff notes that the mandate of the CISC and its task forces does not extend to developing, filing or approving tariffs.

3. With regard to TIF #36, given the lack of progress in addressing the mandate of the task force, the TIF is hereby closed. Until such time as administrative procedures are established to guide the use of numbers from 310, 610 and 810 CO Codes the current moratorium on assignments of these resources will continue.
