Subject: Show Cause re: Adoption of Line -side wireless access service rate revisions

In Rates for co-location floor space, Direct Connection service, Wireless Access Service: Line-side Access services, and Wireless Service Providers Enhanced Provincial 9-1-1 Network Access service, Telecom Decision CRTC 2003-12, 18 March 2003, (Decision 2003-12), the Commission directed each of Aliant Telecom Inc. (Aliant), MTS Communications Inc. (MTS), Saskatchewan Telecommunications Inc. (SaskTel) and TELUS Communications Inc. (TCI) to show cause within 20 days from the date of this decision why each company should not adopt Bell Canada's rates for line-side wireless access service (WAS) telephone number and access channel service rates approved in that decision. In that decision, the Commission indicated that in the alternative, each of Aliant, MTS, SaskTel and TCI could indicate within 20 days from the date of this decision that it would file updated cost studies in support of revised cost-based line-side WAS telephone number and access channel service rates and that any such study, along with the proposed revised rates, were to be filed within 90 days of the date of this decision.

By letter dated 4 April 2003, SaskTel indicated that it was unable to file its line-side WAS cost study within 90 days of the date of Decision 2003-12. SaskTel further submitted that until its other costing requirements had been rationalized, SaskTel could not commit to a date at which it would be able to file its line-side WAS cost study.

Commission staff notes that all the other incumbent local exchange carriers (ILECs) have either adopted Bell Canada's line-side WAS rates or filed cost studies to support their cost-based rates.

In light of the above, SaskTel is requested to provide a response by 16 January 2004 indicating whether it will adopt Bell Canada's rate for line-side WAS or file cost studies in support of revised cost-based line-side WAS rates by 27 January 2004.
