Dear Ms. Griffin-Muir:

On 15 April 2003, Allstream Corp., (Allstream) formerly AT&T Canada Corp., filed an Application (the Application) with the Commission seeking a number of interim and final orders directing Aliant Telecom Inc. (Aliant), Bell Canada, MTS Communications Inc. (MTS), Saskatchewan Telecommunications (SaskTel), and TELUS Communications Inc. (TCI), (collectively the Respondents) to file tariffs for a variety of "next generation" telecommunications services and facilities. Answers to the Application were filed by Bell Canada and Aliant on 15 May 2003, by MTS and SaskTel on 16 May 2003 and by TCI on 22 May 2003. Interventions were received from LondonConnect Inc. and Call-Net Enterprises Inc. on 15 May 2003 and from Télébec société en commandite on 16 May 2003. Reply comments were received from Allstream on 2 June 2003. Further comments were received from Aliant, Bell Canada, MTS and SaskTel on 23 June 2003 and from Allstream on 30 June 2003.

The Application, in part, addresses matters similar, if not identical, to those which are being addressed in the context of related Tariff Notice proceedings. Given the concern for the timely and effective resolution of Applications, there is a need to develop an approach for dealing with the Application in light of these related proceedings which are currently before the Commission. While it would not be prudent to replicate a proceeding currently underway, there is a need to ensure that new information gleaned from the Application and related answers, interventions and comments, will be considered.

In light of the above, and in certain instances, requests for relief raised in the Application will be addressed in related, previously initiated, Tariff Notice proceedings, as outlined below (in each of these instances, the record associated with the Application will be merged into the respective Tariff Notice proceeding):

. Relief requests pertaining to Retail and Wholesale Ethernet Access Tariffs will be addressed in the context of Bell Canada Tariff Notice 6726 and TCI Tariff Notice 65.

. Relief requests pertaining to Retail and Wholesale Asymmetrical Digital Subscriber Line (ADSL)/Gateway Access Tariffs will be addressed in the context of Bell Canada Tariff Notice 6622 and TCI Tariff Notice 72 (as expanded to include Aliant, MTS and SaskTel as per the Commission staff letter dated 20 December 2002).

. Relief requests pertaining to Retail and Wholesale Wavelength Access Tariffs will be addressed in the context of Bell Canada Tariff Notice 6755 and TCI Tariff Notice 90.

. Relief requests pertaining to various Tariff Notices/Customer Specific Arrangements referenced in the Application will be addressed in the respective Tariff Notices which are currently before the Commission.

As required, requests for relief pertaining to a respondent, outside the scope of a given Tariff Notice Proceeding, will be addressed by means of a Show Cause Proceeding, details of which will be provided at a later date.

Residual matters pertaining to other items of relief requested in the Application will be disposed of in a separate Decision relating specifically to the Application.

The approach referenced above is intended to provide for the effective and efficient address of the expedited and other relief requested in the Application while raising awareness of the underlying issues, and ensuring clarity with respect to the tariffing of the Respondents' services.
