LetterFile #: 8000-C12-24/02 Ottawa, 9 June 2003 To: Distribution List (Attached) Re: CLECs rates for interconnection service Pursuant to Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, competitive local exchange carriers (CLECs) must file proposed tariffs providing for interconnection with other providers of telecommunication services that are equivalent to the terms and conditions contained in the incumbent local exchange carriers' (ILECs) tariffs, justifying any departure therefrom. Effective 1 June 2002, the ILECs' interconnection rates have been reduced to reflect the Phase II costs of providing the service plus a 15% mark up. We refer you to Rates for co-location floor space, Direct Connection service, Wireless Access Service: Line-side Access services, and Wireless Service Providers Enhanced Provincial 9-1-1 Network Access service, Telecom Decision CRTC 2003-12 (Decision 2003-12) and Rates for Competitor Services, Telecom Decision CRTC 2003-13, 18 March 2003 as amended by Telecom Decision CRTC 2003-13-1, 23 May 2003 (Decisions 2003-13 and 2003-13-1), for further details. Moreover, the revised rates, by province, can also be found on the CRTC website as part of the CLEC Model Tariff Version 19. Accordingly, CLECs are required to file proposed tariffs with an effective date of 1 June 2002, to reflect the lower interconnection rates approved in Decisions 2003-12 and 2003-13 and to provide cost justification for any departures in the interconnect rates therefrom.
