Re: Monitoring the Canadian Telecommunications Industry - 2003 Data Collection

As stated in our letter of 21 February 2003, the Commission's 2003 survey of the Canadian telecommunications industry is a two-step process. The first step involved issuing the Reporting Entity Profile (REP) Forms, in which each participant would identify the entity, its corporate family, the revenues for 2002, the sectors and markets in which revenues were billed, and the facilities managed for that year. The second step would involve the issuing of Data Forms requesting specific market information from each reporting entity.

With our February letter we launched the first step, requesting that each participant fill out the Reporting Entity Profile Forms. These in turn have helped us to identify what particular Data Forms a reporting entity must complete in the second step of the survey. Using this approach, reporting entities need to complete only those forms that are relevant to their business, thus simplifying the collection process and facilitating timely and effective responses.

With this letter, we are launching step two in the survey process, namely the issuing of the Data Forms. Based primarily on the information provided by reporting entities in the REP Forms, we have stratified the reporting entities and the information required into the following reporting categories:

  A.  Entities required to fill out the Simplified Data Forms - reporting entities who:

i) managed telecommunications facilities (as reported in Form 03-121), or are LECs, and earned less than $10 million in telecommunications revenues in 2002, or

ii) earned between $2 million and $10 million in telecommunications revenues in 2002.

  B.   Entities required to fill out the Standard Data Forms - all reporting entities who earned $10 million or more in telecommunications revenues in 2002.

Entities who do not meet the above criteria are not required to submit Data Forms.

All Data Forms can be found on the Commission's web site in English at http://www.crtc.gc.ca/PartVII/eng/2003/monitor/forms_03.htm or in French at http://www.crtc.gc.ca/PartVII/frn/2003/monitor/forms_03.htm.

Based on your specific reporting category and the relevant line of telecommunications business we have provided, in an attachment to this letter, a list of the Data Forms which are to be filled out. As well, we have provided a Reporting Guide which is on the Commission's Web site in English at http://www.crtc.gc.ca/PartVII/eng/2003/monitor/index_03.htm or in French at http://www.crtc.gc.ca/PartVII/frn/2003/monitor/index_03.htm.

Where possible, the Data Forms are to be completed electronically and sent to telinfo_form@crtc.gc.ca, with the format of the subject line being: legal name of the reporting entity followed by the Entity ID Number (noted at the top of this letter). Completed forms can also be submitted on diskette or paper to: Telecom Monitoring, CRTC, Ottawa, Ontario, K1A 0N2 (courier: 1 Promenade du Portage, Hull, Québec, J8X 4B1). All completed forms are to be received by 15 May 2003.

Pursuant to s.39 of the Telecommunications Act, survey respondents may claim confidentiality for particular information submitted as part of the survey response, supported by detailed submissions addressing why the specific direct harm outweighs the public interest in disclosure.
