Re: Monitoring the Canadian Telecommunications Industry - 2003 Data Collection

In May 2002, organizations offering telecommunications services in Canada were sent a survey requesting various financial and statistical data regarding the Canadian telecommunications industry. The results of this data collection were instrumental in the completion of the Commission's December 2002 report on the Status of Competition in Canadian Telecommunications Markets and Deployment/Accessibility of Advanced Telecommunications Infrastructure and Services. This report is available on the Commission's Web site at www.crtc.gc.ca.

The Commission is now initiating its 2003 Telecommunications data collection process, to update the data collected last year. Your participation and co-operation in this year's survey will play an important role in validating and tracking the effects of past Commission decisions as well as in the completion of this year's report.

This year's data collection forms are being issued as a two-step process. The first step involves issuing the Reporting Entity Profile Forms that are being released today. Information collected from these forms will be used to identify what particular forms a reporting entity will have to complete in the second step. The issuing of Data Forms, covering specific market information, will represent the second step in the process, with release of this set of forms scheduled for the end of March 2003, for completion mid-May 2003. Further information on these forms will be provided at a later date.

Electronic versions of the Reporting Entity Profile Forms are now available for download from the CRTC Web site in English at http://www.crtc.gc.ca/eng/ind_tel.htm or in French at http://www.crtc.gc.ca/frn/ind_tel.htm.

The purpose of the Reporting Entity Profile Forms is to gather information that will guide the CRTC in simplifying and managing the 2003 data collection process. The forms will provide information to the CRTC as to:

    a.  the reporting entity's legal name and registered corporate address;
    b.  the reporting entity's 2002 telecommunications revenues;
    c.  who is responsible for co-ordinating the reporting entity's data collection response;
    d.  which reporting entities were part of the entity's corporate family;
    e.  for which sectors and markets were revenues billed in 2002; and
    f.  which facilities were managed in 2002.

The Reporting Entity Profile Forms (Form 03-110, Form 03-111, Form 03-120 and Form 03-121) should be completed and submitted to the Commission by 3 March 2003.

Where possible, the Reporting Entity Profile Forms are to be completed electronically and sent to telinfo_form@crtc.gc.ca, with the format of the subject line being: legal name of the reporting entity and Entity ID Number (noted at the top of this letter). Completed forms can also be submitted on diskette or paper to: Telecom Monitoring, CRTC, Ottawa, Ontario, K1A 0N2 (courier: 1 Promenade du Portage, Hull, Québec, J8X 4B1). All completed forms are to be received, not merely sent, by 3 March 2003.

Basis for Reporting

The 2003 Reporting Entity Profile Forms should be completed by legal entities in existence on 31 December 2002 that provided service, between 1 January 2002 and 31 December 2002, in any of the sectors and markets listed on Form 03-120. If you did not provide service in one of these sectors or markets, please notify the Commission at telinfo@crtc.gc.ca, and you will be removed from the list of respondents.

Pursuant to s.39 of the Telecommunications Act, survey respondents may claim confidentiality for particular information submitted as part of the survey response, supported by detailed submissions addressing why the specific direct harm outweighs the public interest in disclosure.
