Re: Content of billing statements and related issues

Dear Members,

On 18 June 2002, you were requested to submit your views in writing on how the Bill Management Tools and Access to Telephone Service Committee (BMT Committee) should proceed to implement the task assigned to it by the Commission in paragraph 806 of Regulatory Framework for Second Price Cap Period, Telecom Decision CRTC 2002-34, 30 May 2002 (Decision 2002-34). Also in paragraph 339 of Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43, 31July 2002 (Decision 2002-43) the Commission directed Société en commandite Télébec and TELUS Québec to participate in the BMT Committee's work on billing issues.

On 24 June 2002, the Commission received a submission from the Public Interest Advocacy Centre on behalf of National Anti Poverty Organisation, l'Union des consommateurs and itself. On 26 June 2002, a submission was received from Aliant Telecom Inc., Bell Canada, MTS Communications Inc., Northern Telephone Limited Partnership, Northwestel Inc., Saskatchewan Telecommunications, Société en commandite Télébec, and TELUS Communications Inc. These submissions addressed whether the task assigned to the BMT Committee in Decision 2002-34 should be dealt with before or after the Consumer Bill of Rights (CBOR) proceeding announced in Decision 2002-34, or in the CBOR proceeding itself.

There is an additional option that has yet not been discussed by the BMT committee or in the parties' submissions. That option is, a separate proceeding initiated by a public notice specifically on the billing issues raised in paragraphs 806 and 339 of Decisions 2002-34 and 2002-43 respectively. Such a proceeding would be separate from the CBOR proceeding.

The BMT Committee members can provide us with their comments on this option, and any comments they might have on its timing, by 23 January 2003. They may provide reply comments by 30 January 2003. Comments should be received and not merely sent on the due date. Copies should be sent to the BMT Committee members, parties to
