CBGA Matane - Conversion to FM band

1.

The Commission approves the application by the Canadian Broadcasting Corporation (CBC) for a broadcasting licence to operate a new French-language FM radio programming undertaking at Matane to replace its AM station CBGA, and to continue the operation of the transmitters listed in the appendix to this decision.
|

The new FM station will serve the region between the municipality of Grand-Métis and Les Méchins, and as far as the northwest limit of the city of Amqui.
|

|
The new station will offer programming received from the CBC's La Première Chaîne. The applicant will continue to broadcast approximately 40 hours of local programming from Matane each week.
|
4.
|
The station will operate at 102.1 MHz (channel 271C1) with an effective radiated power of 42,930 watts.
|
5.
|
The Commission did not receive any interventions in connection with this application.
|

|
The licence will expire 31 August 2007, the current expiry date, and will be subject to the conditionsset outin Licence renewal for CBC stations affiliated to La Première Chaîne, Decision CRTC 2001-529, 31 August 2001.

The licensee is authorized, by condition of licence, to simulcast the programming of the new FM station on CBGA for a transition period of three months following the commencement of operations of the FM station. The licensee must surrender the AM licence for revocation by the Commission at the end of this period.

The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the applicant that, pursuant to section 22(1) of the Broadcasting Act, no licence may be issued until the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.

The licence for this undertaking will be issued once the applicant has informed the Commission in writing that it is prepared to commence operations. The undertaking must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 14 November 2005. In order to ensure that such a request is processed in a timely manner, it should be submitted at least 60 days before this date.

Because this licensee is subject to the Employment Equity Act and files reports concerning employment equity with Human Resources Development Canada, its employment equity practices are not examined by the Commission.
