Licence amendment for Response TV

  The Commission approves the application by IBDG, Inc. to amend the licence for Response TV in order to include French-language programming in its nature of service.
1. The Commission received an application by IBDG, Inc. (IBDG) to amend the condition of licence specifying the nature of service of the national Category 2 specialty television service known as Response TV. IBDG proposed to amend its nature of service in order to broadcast French-language programming, under the same terms and conditions as the existing licence, which would result in the service being authorized as a national English- and French-language Category 2 specialty television service.
2. The Commission did not receive any interventions in connection with this application.
3. In Response TV - Category 2 specialty service, Broadcasting Decision CRTC 2002-343, 6 November 2002, the Commission imposed the following condition of licence defining the nature of service that Response TV could provide:
 

1. The licensee shall provide a national English-language Category 2 specialty television service devoted exclusively to market research. The service will utilize interactive technology to test levels of viewer/user satisfaction with existing digital content. The original programming will report on consumer response, research being done and consumer response studies from around the world.

4. The Commission notes that other specialty services are authorized to broadcast programming in both English and French and it has no concerns allowing French-language programming to be broadcast by Response TV. Accordingly, the Commission approves the application by IBDG, Inc. to amend Response TV's condition of licence 1 to read as follows:
 

1. The licensee shall provide a national English- and French-language Category 2 specialty television service devoted exclusively to market research. The service will utilize interactive technology to test levels of viewer/user satisfaction with existing digital content. The original programming will report on consumer response, research being done and consumer response studies from around the world.
