Application 2002-0384-4
Public Hearing at Kitchener, Ontario
28 October 2002
Low-power FM radio station in Britt
1.
The Commission approves the application by the Canadian Broadcasting Corporation (CBC), on behalf of the Department of the Environment, for an English- and French-language low-power FM radio programming undertaking to provide a weather and environmental information service in Britt, Ontario.
2.
The station will broadcast identical English and French programming that will consist of continuous monaural information received from the Department of the Environment's office in London, Ontario. The programming will include a cycle of weather watches and warnings, as well as current public and marine forecasts.
3.
The station will operate at 102.5 MHz (channel 273LP) with an effective radiated power of 50 watts.
4.
The Commission did not receive any interventions in connection with this application.
5.
The licence will expire 31 August 2009 and will be subject to the conditions set out in the appendix to this decision.
6.
The Department of Industry has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
7.
The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, no licence may be issued until the Department of Industry notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
8.
Given that the technical parameters approved in this decision are for a low-power unprotected FM service, the Commission also reminds the licensee that it will have to select another frequency if the Department of Industry so requires.
9.
Furthermore, the licence for this undertaking will be issued once the licensee has informed the Commission in writing that it is prepared to commence operations. The undertaking must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 21 January 2005. In order to ensure that such a request is processed in a timely manner, it should be submitted at least 60 days before this date.
