Application by CTV TELEVISION INC. (CTV) to amend the licence of their national Category 1specialty television service known as CTV Travel.

 

The licensee proposes the following two amendments:

 

1. To delete CTV Travel's current condition of licence 1(d), which restricts the amount of category 5b (Informal Education/Recreation and Leisure) programming that may be shown on CTV Travel to 5% of all programming broadcast during each broadcast week; and

 

2. To amend CTV Travel's definition of the "broadcast day", to begin at midnight, as opposed to 6:00 a.m.

 

According to CTV, deletion of the 5% limit on category 5b programming would allow them greater flexibility to meet their Canadian content obligations, while providing viewers with a greater variety of programming.

Application by THE SPORTS NETWORK INC. (TSN) to amend the licence of their national Category 1specialty television service known as WTSN.

 

The licensee proposes the following two amendments:

 

1. To increase the permitted level of programming that may be broadcast on WTSN that has been broadcast on CTV conventional television stations or TSN from 10% during each broadcast week to 20% on a semi-annual basis; and

 

2. To add programming categories 2a (Analysis and Interpretation) and 3 (Reporting and Actualities) to the categories from which programming on WTSN may be drawn.

 

According to the licensee, the requested amendments would provide WTSN with greater scheduling flexibility.

Application by the CANADIAN BROADCASTING CORPORATION (CBC) relating to television station CBLT Toronto.

 

The licensee proposes to amend its licence in order to add six transmitters at Kapuskasing, Kearns, North Bay, Sault Ste. Marie, Sudbury and Timmins to offer the programming of CBLT Toronto.

 

The transmitters are currently owned and operated by CTV Television Inc. (CTV) as CBC affiliated stations. Following negotiations with CTV, CBC has agreed to purchase the transmitters in order to provide the full CBC English Television Network service to the above-noted communities.

 

The CBC indicates that the transmitters will be operated with the same technical parameters as currently authorized, which are as follows:

 

CFCL-TV-3 Kapuskasing
The transmitter operates on channel 2 with an effective radiated power of 984 watts.

CFCL-TV-2 Kearns
The transmitter operates on channel 2 with an effective radiated power of 38,500 watts.

CHNB-TV North Bay
The transmitter operates on channel 4 with an effective radiated power of 60,800 watts.

CJIC-TV Sault Ste. Marie
The transmitter operates on channel 5 with an effective radiated power of 37,900 watts.

CKNC-TV Sudbury
The transmitter operates on channel 9 with an effective radiated power of 115,500 watts.

CFCL-TV Timmins
The transmitter operates on channel 6 with an effective radiated power of 100,000 watts.

 

The CBC indicates that, as part of the agreement, CTV has agreed to surrender its existing licences for the stations and rebroadcasters specified above, upon approval of this application by the Commission.

 

The Commission notes that the residents of these communities will continue to receive the CTV original local programs on CTV's owned-and-operated affiliates.
