Summary |
|
In Public Notice CRTC 2002-7 dated 12 February 2002, the Commission announced its intention to permit direct-to-home (DTH) distributors, upon application, to engage in the practice of bulk billing on the same basis as cable undertakings. The Commission invited DTH licensees to file applications to amend their licences accordingly. On 3 May 2002, Star Choice Inc. (Star Choice), a national DTH satellite distribution undertaking, applied for an amendment to its licence to permit it to engage in the practice of bulk billing on the same basis as cable undertakings. |

The term "bulk billing" describes the practice whereby the owner or management of a multiple-unit dwelling acquires programming services from a broadcasting distribution undertaking (BDU) on a wholesale basis for redistribution to the residents of the building. |

Background |

Decision CRTC 96-529 authorized Star Choice to carry on a "national, direct-to-home (DTH) satellite distribution undertaking" that will provide "programming services exclusively to individual subscribers in all parts of Canada on a DTH basis". |

In Public Notice CRTC 2002-7, the Commission found that the inability of DTH providers to engage in the same bulk billing practices as those used as a marketing tool by cable undertakings may place DTH providers at a competitive disadvantage. Therefore, the Commission determined the public interest would best be served by permitting DTH distributors to engage in the practice of bulk billing on the same basis as cable. The Commission invited DTH licencees to file applications to amend their licences accordingly. |

In a letter to the Commission dated 3 May 2002 Star Choice informed the Commission that further to Public Notice 2002-7 it was applying for a licence amendment to permit bulk billing arrangements. |

The Commission invites comments that address this application. The Commission will accept comments that it receives on or before 26 August 2002. |

The Commission will not formally acknowledge comments. It will, however, fully consider all comments and they will form part of the public record of the proceeding, provided that the procedures for filing set out below have been followed. |
