Exemption from service charges

1.

The Commission received an application from Bell Canada, dated 29 May 2002, to amend General Tariff item 90, Service Charges - General, in order to remove the current exemption from service charges to re-establish service at a customer's premises, or other location, when the interruption of service is caused by damage beyond the customer's control.

Bell Canada argued that its proposal would reduce the number of situations where the company intervened manually to credit a charge to the customer. Bell Canada was of the view that its customer and the customer's insurance company should address the cost of restoring telephone service following damage beyond the customer's control. Bell Canada further submitted that other utilities and cable companies bill similar charges.

The Commission received no comments with respect to the application.

The Commission considers that the added cost and inconvenience to customers that would result if the exemption were removed outweigh the savings and convenience to Bell Canada.

The Commission therefore denies Bell Canada's application.
