Megalink service

1.

The Commission received applications by Aliant Telecom Inc. (Aliant Telecom), dated 22 November 2001 and 24 January 2002, to delete item 2950, Megalink Service, from Island Telecom Inc.'s General Tariff, and revise item 201, Megalink Service of the Atlantic Provinces Telecommunications Council (APTC's) Regional Services Tariff, in order to extend the Megalink service offering to its service territory in Prince Edward Island (P.E.I.), under the terms and conditions of the APTC tariff.

Aliant Telecom noted this proposal would serve to standardize the Megalink service across its territory by extending the terms and conditions outlined in APTC version of Megalink to PEI.

Under Aliant Telecom's proposal:

· the rates for the Megalink service would be the same in P.E.I., Nova Scotia, and Newfoundland and Labrador;
· the rates for Calling Line Identification per public switched telephone network connection (PSTN) would be reduced from $10 to $5 for subscribers in P.E.I.;
· the one-year Megalink service contract would be changed to a one-month service or a contracted three-year service, without any change in the rates;
· customers of the existing one-year Megalink service contract would be transferred to the non-contracted month-to-month service;
· the integrated services digital network (ISDN) digital trunk controller port (DTCI) and the Internet services provider link (ISP) and Megalink Service area expansion would be introduced in the P.E.I. serving territory only; and
· several General Tariff items that would have no material impact on rates or services provided would be revised.

The Commission received no comments with respect to the applications.

The Commission notes that the Megalink service has been assigned to the Other Capped Services basket in Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.

The Commission approves Aliant Telecom's applications. The revisions take effect as of the date of this order.
