Message toll service - Application approved in part |

The Commission received the application by Northwestel Inc. (Northwestel), dated 15 February 2002, to revise tariff item 213.2 of its Message Toll Service, International Outbound Service, in order to introduce a $3.95 per minute rate for calls placed from a landline service to the Iridium (satellite) and billed to a Northwestel number. |

Northwestel also proposed that the new rate take effect retroactively 150 days from the date of the Commission's approval, in order to begin charging customers who placed calls at no charge to date. |

The Commission approves Northwestel's request to add the proposed rate. However, the Commission denies the company's request to set a retroactive effective date as this would amount to retroactive rate-making. |

The Commission received no comments with respect to the application. |

The revisions take effect as of the date of this order. |
