Rate reduction of the KeyPak High Speed 3.0 Mbps bundle and new promotions |

The Commission approves an application filed by Bell Canada to revise General Tariff item 685 and to reflect the following changes: |

The Commission also approves the company's request to introduce a number of promotions for new, existing and winback customers for a four-month period. During the promotion, the activation charges for high speed bundles will be waived. |

The Commission notes that the imputation test filed in support of the application did not provide detailed cost summaries for all significant services included in the service bundle. In response to a staff request, Bell Canada filed detailed cost summaries. The Commission expects, as set out in the Commission letter dated 27 November 1998, Re: The imputation test methodology for local service, that the imputation test include detailed cost summaries for all significant services included in a service bundle. As stated in the 27 November 1998 letter, a significant service is defined to be a service for which the costs exceed 10% of the total cost of the bundled service. The Commission further expects that the imputation test be provided both in terms of total dollars and dollars per unit. |

Bell Canada filed the application on 22 November 2001. |

The revisions take effect 10 days following the date of this order. |
